Canberra Light Rail Stage 2 Project
Client: Major Projects Canberra (ACT Government).
Position: Construction Manager and Advisor.
Canberra’s Light Rail system is being built in three stages. Since early planning in the 2000s for a more integrated city, Canberra has been moving on with a more expansive rail network. Each day, 40,000 passengers are expected to use this mode of transport network as the city keeps growing.
After feasibility studies, planning on the first stage began in earnest with ground-breaking work. The first stage was started in 2016, and operational testing on Stage 1 was completed by April 2019. The line opened on April 20, 2019, with more than one million passenger boardings in the first three months.

Stage 2, from Commonwealth Park to Woden is regarded as the more complex part of the light-rail network, crossing Lake Burley Griffin over a new bridge between the Commonwealth Avenue bridges, passing through Commonwealth land, passing Parliament House and around State Circle. Commonwealth Park to Woden is expected to have nine new stops.
As Construction Manager and Advisor, Earl Alcon is a critical member of the Light Rail Project Leadership Group, providing governance and direction. He is leading the construction team, including Project Managers, Engineers and Construction Surveillance Officers.
Part of his responsibilities include managing early works projects and site investigations, including assisting with the preparation of procurement, commercial, safety, quality, traffic, and environmental and planning documents.
His other key roles:
- Involvement in the preparation of contractor procurement processes and evaluation of tender documents.
- Reviewing design and construction documentation and providing advice on safe construction staging and methodologies, constructability, traffic management and stakeholder management.
- Managing delivery of Sandford Street Stop Project (construction of an additional stop on an operating Light Rail Stage 1 alignment).
- Involvement in several sub-projects including Raising London Circuit, Light Rail Depot Expansion, Light Rail Stage 2A and Light Rail Stage 2B Projects.
- Providing advice on construction programming and scheduling, value engineering, and risks and opportunities management.
